Retired police chief must repay 95-year-old victim of $28K scam

A retired Garwood police chief on Monday pleaded no contest to charges that he participated in a lottery scam that bilked a 95-year-old man out of more than $28,000 in Pennsylvania, officials said.

Robert Ryan, 71, of Factoryville, who retired as chief in 2000, told a judge that he had lost $30,000 in a similar Jamaica-based scam and believed his judgment was influenced by a series of strokes he suffered, according to a statement from the Bucks County District Attorney’s Office.
