Man charged with murder of homeless man in Rockaway

ROCKAWAY TOWNSHIP — Authorities have charged a 37-year-old Dover man with the murder of a 56-year-old homeless man on Labor Day.

Jeysi Joran Carnales-Cardona, known as “Joran,” was charged with the murder of 56-year-old Michael Millan on Sunday, Morris County Prosecutor Fredric M. Knapp and Rockaway Township Police Chief Martin McParland said in a news release.

Another man — Francisco Gonzales-Domingues, 36, of Dover — was also charged with endangering an injured person in connection with the incident, Knapp and McParland said.
