Rich Zeoli was the Sussex County freeholder board director when the solar project was approved. He left the freeholder board in 2012 and is currently a radio talk show host in Philadelphia.

John Inglesino is an attorney, former Morris County freeholder and former Rockaway Township mayor who pitched the pitched the solar project to Zeoli. At that time, his law firm was the legal counsel to the Morris County Improvement Authority, which was leading a solar project in Morris County.
