Findings released in fatal police shooting of N.J. teen

MANCHESTER TOWNSHIP – The state Office of the Attorney General and the Ocean County Prosecutor’s Office have determined that a township police officer used “appropriate force” when he shot an killed a 18-year-old Toms River resident, the prosecutor’s office announced in a Wednesday morning release.

Limichael Shine, 18, of Toms River, called 911 shortly before 2 p.m. on July 31, 2016 saying that he wanted to commit suicide and that “you will see people laughing as soon as the first patrol car arrived,” the prosecutor’s office said.
